    Here is my suggestion:

    1st time pits are open, ONLY lead lap cars can pit. After coming out of the pits the lead lap cars would line up behind all lap down cars who will be pitting next time by.

    The next time by the pits is when all lap down cars would then make a pit-stop (this would also be when the lucky dog gets his wave around after pitting) Also if a lap down car chooses not to pit they too would get the wave around with the lucky dog as long as they do not make a pit-stop and are ahead of the leaders.

    if 1 leader happens to stay out and not pit, then no lap down cars other than the lucky dog could get the wave around.

    Once everyone is caught back up and in line, green is called at the start finish line.

    I feel this would avoid alot of confusion. Instead of having everyone pit together and then trying to sort it out. This is how nascar does it and they seem to not have any problems.

    If you do go by this format at least everyone should know what they are suppose to do now. 5 simple steps.

    1. Admin calls caution, lucky dog winner is announced
    2. Admin types in (Pits Open - Lead Lap cars only)
    3. 2nd time by pits, Admin types in (Pits Open for everyone)
    4. Lucky Dog winner gets wave around after pit stops and lines up at the end of line (last place) for the restart(and if it applies - wave around for those lap down cars who didn't pit and are ahead of the leaders which is explained above in the 1st post, they would line up after the lucky dog winner at the back of the line as well)
    5. Everyone catches up and green is called at the line.

    The only thing you would need to add is what the penalty would be for the lap down car who pits during when the leaders are suppose to because you know someone will do it.

    1 flaw, would lapped cars who get lap back from leaders pitting be allowed to pit with lapped cars? then retake spot?

    No they would not be allowed to pit, if they pitted they would go from being on the tail end of lead lap to going back a lap down.

    This scenario doesn't even exist as long as 1 lead lap car stays out and doesn't pit.

    The only way the lap cars who are not the lucky dog receive the wave around would only happen if all the leaders pit and the lap car stayed out ahead of them and do not pit themselves. They would then get the wave around with 1 lap to go with the lucky dog, this will probably only happen on rare occasions but its worth bringing up now because it will happen at some point this season.

    Put it this way, if your a lap down and not the lucky dog winner and you see 1 lead lap car stay out and not pit. that pretty much eliminates the above mentioned scenario so you would then want to pit with the rest of the lap down cars the next time by as you would not be able to receive the wave around.

    Another thing: pits shouldnt be open until all cars get in line behind the pacecar.

    The same goes to the restarts. During the last race drivers running way behind the line were much faster than the ones in front while they aproached the s/f line for the restart.
